Default First seedlings seem leggy after a week

My first set of seedlings from under the grow light.
These sprouted in 4 days and have been under the grow light for about a week.
Are these leggy?
Do they need more light?
Is there any type of light meter (lux meter) that can help manage light exposure?

thank you

They don't look leggy.

What grow light do you have?

Legginess can be a result of the lights being too high. Get the light right down close…about an inch above the plant. Tomatoes will reach for the light.

I looked at the specs on their Amazon listing.
Looks like it's has plenty of output for seed starting at 12 inches above the seedlings for 14 hours a day. for a small 12.4"x8.4" Size LED grow light panel.
6000 Lumens doesn't mean anything to the plants, that's the brightness your eyes see.
The spectrum looks good.

A lot of us have been growing seedlings successfully for years with less.
