Help me ID this black stuff

*sigh* Its only on my stump of the world and hasn't spread to anything else. Fungus? Iv'e been treating with Exel Lg and Actinovate every couple weeks. I was hoping to avoid fungus this year. I realize these aren't the best pics. Its black starts in spots then eventually it fills the leaf and kills it. It dries withers then dies. Ive also seen spots on the stem in places and this stuff is even on brand new growth which kinda leads me to believe it might be bacterial.
