In California, "compost" cannot be sold retail or wholesale without a license from the state. The producer will be inspected (sampled) to insure the product has been "cooked". This does not mean organically certified, but at least you're not getting green plant material. On the otherhand, "mulch" can be anything; e.g., shredded tennis shoes. Very nice!
