Default Whit flies again???

Last year i had them from Potato plants which were down ever day after overnight heavy rain.
Its 80 here today and i went to look at my garlic which is my first time growing, i but some compost on the garden, some fly are all around now. Do the white flies die in the winter.

Compost piles will keep warm and moist during the winter.The breakdown activity produces heat.Bugs will overwinter in them.

So Strange i called my garden store for neem oil, i was told they were May flies? with no plants they were flying crazy all over my head.
