Default help figuring out what this bug is ( no pic )

i went out side today and found 2 bugs on my tomatoes, one was a lace wing larvae so its a good thing however another bug ive never seen beffor and i dont know what to think of it.

the bug is very small, to small infact to take a clear picture of it, its got a couple black spots but the main mass of it is a white fuzzy substance ( yes i said fuzzy ) it even has a small trail of fuzz draging behind it. does anyone know what this bug is and if i should get rid of it?
