Funky leaves and little growth

I've only been growing tomatoes for a few years now. This was my first year growing from seed. My seedlings went out two months ago in WoWs. One of them was a small but hardy looking Iditarod Red. My neighbor planted out the same weekend using various seedlings I'd grown in WoWs. Every other plant, including the neighbor's Iditarod Red, have done well.

My Iditarod Red is pitiful. The healthy looking leaves on top are the only new growth. (My neighbor's IR is over a foot tall.) I did notice this was the only plant that had a small amount of moss that had grown on the soil around it. Maybe it was too humid in the WoW? I've literally never had trouble with any of my tomato plants so I'm pretty clueless at diagnosing issues. Any thoughts on cause? Should I just yank it and plant a back up plant?

Note: the straw was put down right before I took the picture so it can't factor into this as a cause

Hiya, it could have been the humdity from the moss because when the water gets on leaves it can develope fungus etc so that could be the cause but im not a expert at these thing so just make sure the humidity is not to high

I'm not sure about the plant. Kind of looks like a nutrient deficiency to me, but I'm no expert.

Just a side note re. the straw - a friend of mine mulched her garden wtih stray (or hay, but I think it was straw). And it grew. Years later, she's still trying to kill it.

Most likely hay. Hay will contain grass seed(which is what hay is) and some ill have weed seed.
