Thanks everyone for the help. I soaked them down and I'll give them a nice drench of a Kelp/fish emulsion and hopefully they will recover. I'm glad I found this forum!

Ground-up rubber tires used as garden mulch and playground mulch remain a concern

The most dangerous content of rubber mulch to plants is the high zinc content.
