I found this today at Dollar Tree. It will hold up to half an inch of water for bottom watering, and the cups aren't going to fall over without a lot of help.

Yes $1, Two sets of Inside measurements from the bottom (13.75" x 9.75" and 4" tall).

These Sterilite trays work great for me, plus they fit the totes I have so they do double duty. They're sturdy and tall enough to support pepper and tomato plants through Solo cup size, and handle flower starts until plant out. There's no leaking, and they fit on the metal shelving unit I've got set up. That said, I do keep the cups packed in there fairly tight so they can't tip as I jostle them around. LxWxH - 22.63 x 16.75 x 4.75
