Unripe Peppers

I had problem this year with my hot peppers not ripening. I grow many varieties in pots, some ripened in a timely manner but most have not. Could it be an over-fertilizing issue? I fertilize heavily to get blooms then just water after to support fruit set. Then towards picking time I let the plants dry out between watering to develop high capsaicin levels.
