Default What are these flies? (pics)

These are very abundant in my garden. The seem to congregate on the surface of the grow medium in my potted Ghost Peppers. They're somewhat near the bases my tomatoes which are in EarthTainers and thus most of the grow medium is not exposed due to the plastic covering. Should I be concerned? Thanks!

It's hard to tell from the pictures how big they are. if they are very small, they might be fungus gnats. Look for a y shaped vein in the upper 1/2 of the wing. If they are fungus gnats, the larvae are the problem (attacking the roots of your plants).

Do google search on fungus gnat and look at the images.
