Default what are these spots?

these white spots popped up all over my tomatoes last week. you can see they are holes on the leaf faces and on the edges as well. the holes go through and show up on the bottoms of the leaves as well.

I believe it's flea beatles, which shouldn't be creating serious damage. http://www.ext.colostate.edu/pubs/insect/05592.html

i inspected thoroughly and wasnt able to find any beetles. there are black dots in some of the holes and especially under the dried out tips, they dont appear to be alive and dont move when prodded. here is a high resolution picture of the black dots
