Default Best time to root Wormwood

I have found that wormwood, Artemisia absinthium, is an excellent deterrent to weeds, garden pests, disease carrying insects, 4, 6, 8, and multi-legged critters. I have a very nice stand. I believe rooting it might be quicker and simpler than growing it in flats from seed. Is there a "better" time of the year do try it? I also have some Powis Castle (Silver Mound) which, being a hybrid, must be rooted from cuttings.
