Heat Pads
Am going to try starting some Tomato as well as hot Pepper seeds. Is a heat pad a necessity and if so would an old heating Blanket suffice in lieu of a heat pad?

You can use a heating pad provided it doesn't get too hot, I've had good luck with one that cycles on and off as opposed to being on all the time. I wouldn't go so far as to say that a heat mat is a necessity, but is will greatly improve the germination of your seeds, especially the peppers, particularly if you start them in a chilly basement or next to a cold window.
