Default Cover crops

What is the best cover crop for unused tomato beds during the winter? Winter Rye?

I've had luck with Elbon cereal rye. Jerry Parsons bragged on it a goodly bit.
I had to sow it thicker than expected to get early complete coverage. Seed needs to be fresher than stale. I like to add some crimson clover too.
Hairy vetch just took over the times I tried any of it in the mix.
Added some Diakon radish last time, was ok but not all that....
