Default potting up plants

can pepper plants be planted deep like tomatoes? I have another month till i can plant outside and my pepper plants are still in the the starter pellets. They are starting to look leggy and i would like to put them in some cups. i have more than one plant per pellet and would like to seperate them as well.

So, can i plant up to the bottom leaves?

Scott, I do that with my peppers just like my 'maters and that works just fine.
