Default Birds removed the top of my peppers!

This morning when I checked on my peppers, I saw that the birds had eaten off the top of three of my hot peppers. There are two leaves left on all three. Can they come back? Any ideas how I can scare the birds from eating the top off my other pepper plants? I don't know what birds did this, but there is bird sh*t all around the pepper bed, and there was none last night.

They even took one of my Serrano peppers!
