Default Seed Starting In Flats in April and May for Second Crop - Help

Here's what I am thinking please correct if needed and how to do it.
1. Start the seeds in flats inside
2. Once the seeds come up do I put them outside in a shady area with no wind OR do I need to use the grow lights (Note) what temp should I bring them back in and/or the safe temp to leave them out all night if they do not need a grow light (because of the warm April and May weather)
