Default Grainy white-silver-gray stuff curling leaves

So I've got something stunting one of my tomato plants, it's currently about half the size of all my others. It seems to be curling/tacoing all of my older leaves while it develops a grainy looking area around the edges of the leaves.

It ranges in color from a whiteish silver on some leaves to a darker gray on others.
