Septoria doesn't always come that low. could you take a lence and check those spots on the upper leaf side- it should be gray in center, dark margins, also if the spot is mature enough it should have a smal ''bump'' caused by fungus massive growth in the central area.

yes, you can spray the copper anyway, but i would wait for a 7 days interval from the first mancozeb application and then go with the mixture ( the synergetic effect of mixture is made when the two are mixed at the same time, copper ions have some funny standards of activity ). anyway, once you mix the stuff, leave in it the tank for a while, stir up a couple of times, and apply after.
