Default Are These Too Small?

It rained this morning, so instead of building a garden fence - I'm planting more peppers. The three pepper varieties are Cubanelle (That I bought late) and two that I got in recent trades here (Padron and Cheryena Chuska.) All three varieties were planted later than all the others I'm growing.

My question: Do you think they are too small to plant out in the garden yet? I could transplant them into solo cups for a few weeks if needed. As always, all thoughts and comments are welcome.
