Default lawn question - fungus or bug?

Hi,
Technically this is a lawn question, not a tomato question, but depending on the problem it's possible it could affect tomatoes too. About this time last year I noticed a bunch of small bluish looking patches all over my St. Augustine lawn. On close examination, I saw the patches were actually clusters of tiny little grey spots. To me, they look like some kind of insect eggs. Anyway, later in the summer, my lawn was devastated by something. I'm not sure if the devastation was due to whatever the grey spots were. It could have been brown spot or grubs or take-all, or something else. This year, I noticed the same grey spots, and took the picture below. It's a little blurry, but it shows the little spots on some blades of St. Augustine. I took these to HD and asked several folks there. A couple of them thought it may be a fungus, another said it was aphids, while another said it may be mealybugs.
