Default EEK - Is this a pair of WASP Nests on a Carmen Pepper Branch?

I was admiring the Carmen pepper starting to ripen, when I LOOKED CLOSER AND SAW THIS! Ugh, the thought of reaching in and touching this is unsetteling.

It is only on the one branch, and only this plant. What is this mass? Up close it looks like dried mud. Friend or foe?
