Default transplanting beets

i have only about 15 or 20 plants that germinated out of about 100 seeds planted! they are 2" tall. the bed is a mess, totally covered with pursalane that sprouted and have grown. since i have so few beet plants it is not worth weeding so i want to turn over the entire bed and transplant those few beets that are 2" tall.

are they too big to transplant?
