Default Transplanting Question

Today I'm transplanting tomato seedlings into bigger containers. Normally I just have one seedling per starter cell. This year I had all kinds of germination issues so I ended up eventually with multiple seedlings in each cell.

I want my end result of transplanting to be only ONE of each variety. Is it better to:

1. Transplant the whole cell blob and just snip off the extra plants at the soil line ?
2. Separate the cell blob and just transplant the best looking plant?
