What is this? I thought mites, but my spray isn't working

Hello all

I'm trying to figure out what is devastating my Amish pastes. It's slowly catching on my bed of romas too (no pics). It was moving slowly for a couple of weeks and now it's moving fast. I've been spraying ortho elementals but it isn't helping and I can figure out what my next move should be.

Please help!
