Default my tomato plant has incomplete flowers?

Hi all!

I am new to this forum but excited to be part of it since I just started growing vegetables for the first time this year and my first plant....a tomato plant!

I grew the tomato plant from seeds in my balcony, it is growing nice and tall but the first flower seemed to be incomplete. Which means, only the star green shaped base of the flower is present but there is NO flower...it didn't fall of, it was just never there...I know this because there is a new one coming out and it is the same way. You can see the picture...

Can anyone help me? I can't seem to find anything like it online. I live in Houston TX, which means the plant gets LOTs of sun...but also lots of heat...Temps here have been above 100. I can't think of anything else.
