From my experience Septoria may be the hardest of the foliage diseases to get under control once it gets going. It spreads fast and if you don't slow it down or stop is quickly it will ruin your tomatoes in short order. I have had success with the bleach spray but unlike most foliage diseases it took multiple treatments to stop it. The first treatment only slowed it down.
