Default Orange Beetle

Howdy!
So I live in North Texas (Dallas area) and have begun to see some orange beetle on my tomato and bell pepper plants.

I have used Sevin dust dust a few times this year but don't think it is working.
Any ideas?

I am very new to this and don't want to drown my plants in poison..but want to keep them healthy. Starting to see holes in the leaves and some of them are getting white/flaky around the edges.
