Default To pull or treat

Hi all,

All of my clones are doing great so far...However, while at the nursery a month ago, a person setting up a display for an event they were having was kind enough to give me a Belgian Giant that he grew from seed. This plant has established well but seems to have an issue with what I assume are leaf hoppers. Tiny little elongated buggers that disappear when touched...jump away. I've doused this plant 3 times in Neem yet after 5 days or so, they're back. This is the only plant affected.

I'd hate to pull the little guy...It's in its own pot and in solitary. I have some Spinosad that I've yet to use. Think that may do the trick? Any other ideas?
