Default Did I burn these poor transplants?

A few days after planting out, most of my tomato plants are showing a foliage problem. My best guess is that I burned them but I have no idea. After transplant, I fertilized normally... Foliage-Go Pro 9-3-6 mixed at recommended "production" level, with about 1/2 gallon of the mixed solution to each plant. My three pepper plants (in the same bed) seem fine.

They are planted in a new 50/50 topsoil/compost mix of questionable quality in a 12" raised bed. (My first choice of supplier is currently closed.)

Anyone have any ideas?
