Default OK their up now what????

My seeds have come up and are about an inch or so high when should I repot them? i bought 4 inch peat pots and miricle grow potting soil to transplant them to. I started then in the jiffy peat pellets (the expanding ones) Another question???? The temps here have been in the high 60's low 70's during the day so i have been putting them outside all day. Do i still need a grow light if they stay outside all day, I dont want them to be leggy. also when transplanting how far do i cover the stem or does it matter? Whew this is like waiting the arrival of one of my children, but i think starting seeds helps with my available plants and is much cheaper....thanks ya'll Gizzard
