Default Willow water for disease control

I'm curious about this. I've read that aspirin can activate a plant's innate abilities to protect itself from disease, so could willow water have the same effects? After all, it's the salicylates in the aspirin that give the benefit and willow water should contain salicylates, since they're water soluble, right?
