Effect of 24 hour lights on seedlings

There is another brown beetle locally that eats the leaves off peppers.
It is attracted to the light and only comes out at night.
That is another pest that prevents me from growing peppers.
It looks like a japanese beetle but is all brown and isn't attracted by those traps.
It is attracted by the electronic bug zappers.
