Default Plant Leaves being attacked and eaten

What is an effective way to protect to protect seedligs from bugs and vermin yet allow the plants to grow..

I'm about to build a frame out of 2x2's and throw some bird netting over it. I have too many birds, squirrels and neighborhood cats to tend with!

Well here's what I made:



I kinda forgot to include the extra 1 3/4" of the 2x2's when constructing the top but it works...
