First Seaweed comes in different forms.
Seaweed extract is liquid seaweed that can be diluted ~tbs per gallon Powdered seaweed is a soluble powder that can be mixed at about the same proportions as liquid extracts but of course saves on shipping. finally Seaweed or Kelp meal. This is primarily used as a soil amendment and fertilizer to be incorporated into the soil as a conditioner and nutrient supply. If you have some meal and you wish to make a spray from it here is what I suggest. Get a good pillow case, old pantyhose or other "tea bag" to hold the meal in so you don't have any solids(seaweed meal is not completely soluble containing organic matter which can clog a sprayer. I would start with about a cup of meal per gallon of "tea" and sit it overnight. to make a leach ate of the meal. You can then use this leachate as a spray. You may have to dilute further. The spray you spray should be a light brown like a real tea. If it is too dark dilute it. . Use the remaining leachate as a root drench. I hope this helps. You can also look up these subjects on thee net for ideas. "compost tea" & "Alfalfa tea"
