The cold hardiness of citrus listed on the Citrus Variety Info Chart is a very good guide. The numbers are taken directly from research at the UC Riverside Citrus Variety program which has been in operation for over 100 years.

My satsuma survived 14 degrees this year and several nights just above that temperature. It lost all its leaves and quite a few limbs had to be trimmed off because they froze and died. I thought the whole thing would die the way it looked but it is now putting on new leaves but it is a battered plant that will probably not do anything much this year. It never had the slightest damage from temps in the mid twenties and even lower twenties but this winter was not normal for lower Alabama. I have no idea what variety it is because one of my sons gave it to me. I do have a couple of Meyer lemons, a key lime and some strange citrus that has a very flavorful juice and weird colored skin and variegated leaves.

Luckily I could move all my lemons and limes onto a plastic wrapped porch which got down into the mid twenties a couple of times when it was in the teens outside but none of them were harmed.
