I know this is an old thread but I wanted to say that I have successfully repaired small holes and gashes in soaker hoses using Loctite 2 part marine epoxy. I have 2 soaker hoses that are still working 4 years after repairing them.

I first marked the areas that needed patching with a silver colored permanent marker and then I rinsed the area to be patched and let it dry for a day or two. Then I mixed up a little 2 part marine epoxy and patched the areas and then left it aloe to dry and cure. The epoxy was white so I used a black permanent marker to touch up and then my soaker hoses worked like new. 4 years later and the hoses are still fine and I haven't a clue where they were patched. .
