you don't have to have a heat mat for tomato seeds but if you're doing it in the basement where its cool like I am the heat mat really helps, and the tomato plants grow very nice and stocky because the root zone is warm and the top is cool makes for stocky plant,of course you need appropriate lighting to keep them from getting leggy.
