Default rust on raspberries

My raspberries started out lush, and are gradually being taken over by rust from the ground up. They're at a community garden, where the rose bushes outside the fence were full of rust this spring and wafted rust to the rest of the garden. Plus, I'm surrounded by plots where the gardeners have rusty raspberries.

Is there anything I can do about the rust? Obviously, pulling them out and planting new plants (the standard advice I've heard) will do nothing (unless there's a totally rust-resistant variety), because I'm surrounded by rust patches.

The rust isn't affecting the berries yet. The crop this year was a couple weeks early and is abundant. But the rust wafts down on me when I stick my head into the bushes to get some hard-to-reach berries. And it's unsightly.
