I guessed that the "You" was intended in the general sense of
"people outside the CIS and former Soviet Union who obtain seeds from that area." If we say, "We got these seeds from someone in Ukraine," (or wherever) for example, that is the simple truth and is fine for a history. But assuming that the cultivar is "Ukrainian", on the other hand, is unwarranted without more information (like "heirloom not generally available elsewhere that has been grown here in the Ukraine for generations", or "developed at Ukrainian agricultural research institute" or "selected by Ukrainian farmer Rudolv from a row of something else decades ago", and so on). That is the sort of distinction Carolyn or Tania would take seriously that many other people obtaining seeds from that area have not.

Dice, you are right as usual
As for Peremoga you've mentioned before you are right as well. The correct full name for this variety is Peramoga 165 ("Peramoga" means "Victory" in Belarusian language). This CV has beed developed in the late 1940s by Belarusian Res. Inst. of Veg. Gardening from a stable cross Opolchenets x Gruntovyi Alpatieva and it is still widely praised among gardeners in the whole CIS for its great flavor. Since Estonia as well as Belarus were parts of Soviet Union before 1990s so there is nothing strange that somebody outside SU and CIS has got seeds of this vareity and thought this is an Estonian variety or something. Most of gardeners here don't know or don't like to know about the real history behind vegetable varieties they used to grow, but I always do I just want more gardeners think twice before calling any particular varieties a heirloom, non-CV or CV or Russian or from any part of the world without knowing particular originator...
