spindly stalks

is there something i could add to my soil to help my plants develop thicker stalks rather than the spindly ones that i have had for years. there seems to be little difference in plants in the shadier or strong light parts of the garden. i have gardened the same area for over thirty years and have excellent soil that been fed with leaves, rotted manure/hay/alfalfa pellets/kelp/fish fertilizer and a little commercial pellet 13-13-13 added later in season. i would appreciate any suggestions. i might add that i have noticed this trait in most pepper plants except tobasco.

Calcium? (If pH is low, dolomite lime, else gypsum for a pH-neutral
calcium source.)
