Question
I have a pile of 1 year old sawdust and horse manure.
Should I cover it with a tarp and let it "cook" a little more before putting on my garden? |

Is it broken down into soil? That should be your guide. It should look like dirt and not sawdust and horse manure.

It is broken down to the point it looks like dark brownish black dirt

Then it sounds like it's good to go! Another test would be that if it's damp and has enough air yet isn't still warm in the center, then it's finished cooking and ready to be used.
