Default Artemesia "tea"

Has anyone tried using the follage of Artemesia Absinthium (wormwood) to create a solution which can be sprayed on very small plants (okra) for example) to deter garden visitors from nibbling these plants down to the ground? Did you add a surfactant (couple of drops of Dawn or other detergent)?

Results???

Other solutions? My black snake isn't doing his usual job this summer, thus far.
