Default Soil Amendments to pre-treat for weeds / blight?

Hello all

I'm on Northern Virginia, are there any recommendations to pre-treating the soil to prevent weeds and/or blight?

The only remedy I heard is copper sulfate .. and even that isn't 100% Had a neighbor in a region far away upstate get hit with early blight.. he blew me away growing tomatoes for years until blight hit his garden.. once in the soil ,, it can take years to rid the spores are also air born so.. not much to prevent until it is too late.. i watched him pill his tomato rows three seasons in a row until he finally threw in the towel and went with corn and tarters. I so far am fortunate and never lost plants to blight. gl
