I've had the same issue with a few of my plants this year. I believe that it was caused by stress. I've looked at the leaves with a loupe and don't see any type of insects, or areas that have been disturbed by mites or flies. I isolated the plants that were affected and hopefully I can work through this issue. If anyone has a diagnosis or a way to remedy this issue, please chime in. This is the first time I've ever seen this on any of my plants. |

Check out 'edema' and see if it fits. It's the only thing I have seen that is even close. I think it is caused when roots take up more water than the leaves transpire. (e.g. watering too much when it is cool) I see it in the spring quite often, although mine is always in a linear pattern along the leaf vein and not quite such a scattered, shotgun pattern.

btw... if it IS edema, you can do as Worth suggests and drink orange juice - it will go away
