This place is running a business, and doing a favor to me letting me have a garden there. So while they'll try not to kill the garden, I cannot ask them to get special equipment just because of my garden.

They're not trying to kill weeds in the garden (I take care of that) it's nearby areas.

I am experiencing similar curly leaves and slowed growth (though my case does not seem to be as severe)

I havent used any herbicide and while neighbors may have used it, they are couple hundred feet away separated by woods (with oak, maples, yews blocking out the view completely, so possibly blocking out any chemicals they use as well?)

That could be a nutrient problem. I get things like that in my basement when growing seedlings and I think it is some imbalance in the potting soil or my attempts to fertilize.

edit May I please ask a question related to herbicide damage. My very neat neighbor used her husband's Grazeon or whatever it is called on weeds and the drift curled the tops of her potato plants. She asked me if I thought it would be safe to eat the potatoes.
