Scaly and twisted stems?????

Got an email from my sister. She has an assortment of beds across her yard that she plants in. One bed with 8 plants has issues. As shown in the photos the stems are scaly and twisted...they are not growing up like a normal plant. So far the leaves and tomatoes forming look fine. There were problem free tomatoes planted in this bed last year and no soil amendments have been made. Any ideas? Thanks!
