I generally plant flowers in them that will attract beneficial insects. Last year it was alyssum, which grew quite well, and attracted some good bugs to kill the bad bugs in the mater patch. Some of the dwarf plants might do better.

I've never planted anything inside of concrete blocks except for hens & chicks, but I have used clay chimney liners, similar to those pictured in this photo. I had them at a previous home, and at first I just planted flowers in them, but later tried tomatoes. They did OK, however you did need to water them often, and they aren't mobile once they're filled with soil. I bought them at a local clay pipe manufacturer for next to nothing. The ones I bought were 24" x 24" and when layed on end were about 18" tall. They looked real simialr to the ones pictured in the background that are laying on their side.
