I can not buy claims such as this one on their face values.
The other thing is, I ( like many gardeners) have no problem growing healthy robust plants. I aim at producing fruits not foliage.

Kelp has been used in agriculture for thousands of years but scientific studies to unravel its benefits has been going on since the 1960's. The late Dr. T.L. Senn of Clemson University was the most early prominent researcher along with colleges around the world in seaweed and its use in agriculture. His 1987 book "Seaweed and Plant Growth" is a good read on the discoveries made up till that time.
You can find many studies and abstracts on Google Scholar.

What do you do right before you get a really good rain?
Go out and spread a little Plant Tone around on the garden.
It is absolutely the best time to do this.

grab an umbrella?
maybe a rain coat?
shut the windows?
take the dog for a walk..he doesn't go out in rain
turn off the sprinkler
ok...maybe the ferts are the best sounding idea
