Default Bury deeper when transplanting seedlings?

I need to transplant pepper seedlings from the seedling tray into pots.Can I bury them deeper in the pot like you can with tomato seedlings?

When I pot them up sometimes the mix settles a bit and the top roots get exposed too much from watering. Adding more soil solves the problem, as does more mulching, or burying them a bit deeper initially. It also depends on the particular plant (it seems some are more willing to put out little root buds), or if they're a bit leggy.

The answer I would say is yes, but not quite as much as tomatoes. If that makes any sense.

Yes on leggy.Seedling trays with individual cells aren't always available here.I start most in large condiment cups.The first to germ tend to get a little leggy as they wait for the laggards to germinate.
